
EROSION AND SEDIMENT CONTROL PLAN REVIEW POLICY
It is the policy of the Washington County Soil Conservation District for review of grading plans for sediment and erosion control as follows:
1. Plans will be accepted by the District, from the County, a municipality, an owner/developer, and/or a consulting firm/land surveyor, requesting the approval for their sediment and erosion control plan.
2. Plans will be reviewed by the District Manager or designee, and the USDA, Natural Resources Conservation Service for specific measures for erosion and sediment control.
3. Plans will be reviewed and approved by the District Manager or designee, for compliance with the Washington County Erosion and Sediment Control Ordinance, State Sediment Control Regulations (COMAR 26.17.01.07), the 1994 Standards and Specifications for Soil Erosion and Sediment Control and for the preservation of public health and safety.
4. The District Manager will refer to the District Board any plan that is questionable or any plan in which the applicant is unwilling to incorporate those measures necessary for the prevention of erosion and sedimentation.
5. Approved plans will be returned to the County, municipality, owner/developer, and/or consulting firm/land surveyor that requested approval for erosion and sediment control.
6. At each regular monthly meeting, a list of approved plans will be presented to the District Board for approval. After appropriate Board action, the Sediment Control Review Report of approved plans will be incorporated into the minutes and filed accordingly.
7. Plans that do not require submission to the County or a municipality will be accepted at the District Office.
8. The District shall review plans in the order they are received and shall notify the applicant of approval or reasons for the disapproval or modification within 30 calendar days.
9. Projects that are designated as “Fast Track” by Washington County or the City of Hagerstown will be given the highest priority for review.
10. A plan review and approval fee will be charged for each
submission. No review or approval will be done until the fee is paid. Preliminary courtesy reviews are allowed.
11. The District, by written notice to the owner/developer of the plan, may suspend approval of the erosion and sediment control plan. Such suspension will be at the discretion of the District Board of Supervisors based on conditions related to implementation of the approved erosion and sediment control plan or other conditions that adversely effect public safety and welfare.
